Foreign Economic Relations Department
Organization and Responsibilities


Main Objective
          With the objectives of broadening the scope of economic cooperation between Myanmar and the International Community the Foreign Economic Relations Department was set up in 1972. It is known as FERD in abbreviation.

Responsibilities
  -     A focal point for the negotiation and mobilization of external assistance from foreign countries, bilateral and multilateral and international organizations and UN agencies in the form of loans, grants, technical assistance and experts, including scholarship and training required for the socio-economic development of the Nation.
-     The main aid coordinating agency and a catalyst to bring together foreign aids organization to conduct discussions on Myanmar’s needs and priorities

Organization
          FERD has 5 main divisions handle activities under the various economic and technical cooperation programmes.


They are:
1. Bilateral Economic Cooperation Division
    -         The Bilateral Economic Cooperation Section is responsible for coordinating economic and technical cooperation programmes between Myanmar and all bilateral countries and agencies.

2. Multilateral Economic Cooperation Division
    -         The Multilateral Economic Cooperation Division is responsible for coordinating economic and technical cooperation programmes between Myanmar and the Multilateral Agencies like the World Bank, the Asian Development Bank, the OPEC Fund, IMF.

3. UNDP and Other UN Agencies Economic Cooperation Division
    -         UNDP and Other UN Agencies Economic Cooperation Division is responsible for coordinating economic and technical cooperation programme between Myanmar and United Nations Agencies such as UNDP, UNICEF, WHO, ESCAP and so forth.

4. Legal Division
    -        The legal division is responsible for providing technical and legal advice and remarks on the agreements made between government to government, foreign and local organizations, government and private and private sectors in accordance with the rules and regulations laid down by the government.

5. Training Division
    -        Since all the overseas training offers have to be channeled through FERD, the Training Division from FERD has to compile all the training offers before allocating to the respective ministries and agencies.

Organization set up
          According to the organization set up of FERD, there are 119 employees in the department. They are the Director General, Deputy Director General, 3 Directors, 5 Deputy Directors, 12 Assistant Directors, 22 Officers and 75 Clerical staffs.
